Snow and Ice Control Guidelines

Purpose

This guidance is designed to inform residents and visitors that the Town of Lisbon utilizes best management practices for snow and ice control. The Town is responsible for maintaining 80 miles of roadway, as well as the Two fire stations, and all municipal parking lots.

Top priority will be given to major streets and roads. Secondary streets and roads will be addressed next.

The Town of Lisbon is a salt-priority community. Crews will use best management practices when applying salt and salt brine to treat paved roadways. Sand will be used on all gravel roads.

Truck 217 – Pinewoods Road and Moody Road area
Truck 219 – Frost Hill Avenue to Webster Road area
Truck 218 – Bowdoinham Road, King Road, Gould Road area
Truck 221 – Ferry Road, Lisbon Gross Development area
Loader 202 – Lisbon Falls Village
Pickup 203 – Parking lots, smaller roads, and supervisory duties

Before the Winter Season Begins

All trucks will have plow equipment installed and spreader systems calibrated to ensure accurate tracking of material usage. All employees will participate in winter operations and safety training prior to the start of the season.

Before the Event

Prior to any winter event, management will meet to establish a plan of action. Weather forecast models will be monitored to guide operational decisions.

For larger winter events, pre-storm meetings may also include the Police Department, Fire Department, and the School Department.

Topics discussed may include:

• Expected length of the storm
• Timing
• Total accumulation
• Precipitation type
• Parking Bans if needed

 

During the Event

Crews will be dispatched prior to storm arrival to pre-trip all equipment. Operations will begin with priority roads, followed by secondary roads.

Crews will begin pre-treating paved roads with salt and salt brine following best management practices. Plowing and salting will occur as many times as needed to remove snow, slush, and buildup and maintain safe travel.

After the Event

Once the storm has ended, crews will plow and salt all roads and complete final clean-up on each route. Equipment will then be prepared for snow-removal operations.

Snow Removal

Snow removal will occur after the event has ended and once all roads are safe for normal travel. This work will typically take place at night, when traffic is minimal, parking bans will be needed allowing operations to be performed safely and efficiently.

Town-owned parking lots and other Streets and Roads may also require snow pickup as needed.
